Ok, after 2 weeks of keep working on a "no bug" finale document, the bug is showing again and finale is crashing when trying to change from one lyric to another. Is like the bug is not there when its a fresh document, but starts after doing something (never found what could be the common factor). So...

Ive found a help thread but it explains how to delete preferences on mac and not on windows. I cant finde any preferences file on finale folder on windows.

Check Staff Attributes for that staff. Since the barline is only missing on one staff, and since the Staff Style is not set to turn off barlines, then that is my guess. If you don't have notes in Layer 2, Layer 1 will look as normal. Maybe it's better to use Utilities > Stem Direction > Up. N. Is there a way to make that "normal" stems go up by default? Exclude lyrics from spacing. Uncheck Document Options->Music Spacing->Avoid Collision of->Lyrics. But this may lead to collisions of lyrics when they are wider than the space for the notes.
