This is a question to which I, as a 26-year Finale user should know the answer but...
Is there a way to make finale default to dotted quarter rests in compound meters such as 6/8 and 9/8, rather than rest plus quarter?
If not, is there a quick way to change these in batch?

Am I the only one who experiences this?
In Finale 25.5, if I'm viewing a staff set in scroll view, my tempo changes don't play back.

Ah you're right. That DOES affect the velocities shown when you look with the midi tool. So BOTH of these settings, play a role in what velocity is actually played? Nope. In Human Playback Preferences, in the Dynamics/Volume Tab. There's a setting for: Base Velocity. It defaults to 80, which seems a decent place for it to be (64 would be very soft). I haven't reported it yet - I thought maybe there was something I was missing. There doesn't seem to be a way to actually save a Preferences set. You can hit "Apply," and you can save the overall Finale file.
