You're talking about shortcuts to TG Tools/Align-move dynamics, I think. On Windows, it's Alt+keypad-* to align to which ever option is set in the plug-in dialog, Alt+down-arrow to align and move down, Alt+up-arrow to align and move up. Try Option on the Mac.

I don't know what's "1990s" about it, but I suspect the reason there's no way to do that is that there's little if any call for it.

Sounds like maybe Dorico is a better compositional tool, letting you change your mind more easily. Maybe you should switch to that. They likely have a competitive upgrade. Most SmartShapes, including slurs, are applied by double-clicking and dragging. I'm sure you've put in hairpins. The slur (and a couple of others) has the additional shortcut of double-clicking to slur to the next note only, but that makes less sense for hairpins or trills.

I just tried exporting expressions into a library, then creating a new document without libraries, then importing my library. Finale lets you use a different time signature for display from the "real" time signature, so you can have alternating 4/4 and 3/4 measures, all using the same time signature for display, your side-by-side 4/4 3/4. The actual text block itself says "use the title as found in Score Manager/File Info, so you'll have to enter it there.

Bizarre.

The best way is probably to do it yourself. You could use Finale or a plug-in to search for all B-sharps, say, but then decide to flip them manually or not yourself. Only updating multimeasure rests where it matters seems like something they could rather easily fix. It certainly causes a lot of trouble. In the measure region settings you've shown, check "show on top staff" (which should have been the default).

In the score, one generally doesn't want measure numbers on every staff, so "measure numbers" is unchecked in several of the staff attributes. "Show on top staff" overrides that.
