Right. The default is to have Show on top staff checked. You must have unchecked it.

In the measure region settings you've shown, check "show on top staff" (which should have been the default).
In the score, one generally doesn't want measure numbers on every staff, so "measure numbers" is unchecked in several of the staff attributes. "Show on top staff" overrides that.

You don't need a JW plug-in to swap layers. Edit menu, Move/Copy layers.

You could search for Explorer, but double-clicking on any folder in Windows will open it in File Explorer. This is from one of your posts:

I suggest you treat .bakx files as they're intended: as an emergency backup in case you save your file when you didn't mean to, or accidentally do something without realizing it. You can reprogram those dynamic shortcuts ("metatools") to whatever you want. Hold down the shift key, press the new key, then pick the dynamic from the dialog. This is per document, so you might consider reprogramming the template from which new documents are made.

Might be a file permissions problem. Try right-clicking the Finale icon and selecting Run as Administrator. If that fixes it, you might want to rerun the installation as administrator, which I think MakeMusic suggests you do.

Installing Finale should have assigned .bakx to Finale, so I don't know what that didn't happen. Did you click "Mas aplicationes?" Do that, and hunt for C:/Program files/MakeMusic/Finale/27/Finale.exe. Or, open the file from within Finale from the File menu rather than trying to open it from Windows.

This might be best handled with Windows rather than Finale. Uncheck everything in Finale's Preferences/Screen Colors so that it's simple black with a white background, then check out the Ease of Access settings in Windows. Also try Googling

I recently did this exact thing with secco recitative (two characters sharing one staff), and did as Peter suggests and added a second bass clef to the repertoire of clefs.
