With the posted sample file, conflicting Staff Style definitions are the cause. Since you don't need stemless notes in the measure needing the hidden barline, get rid of that style for that measure and then the barlines will be hidden. If you need playback of handclaps on a Vocal staff, that requires some trickery. But the look is easily achievable. You might want to mute playback of the handclap notes.

Insert doesn't require a stack selection. Insert can be done on an individual staff.

The Flute is resting, so what's to play the first time? If you want the Flute to have what is written in the Oboe part the first time, then you would need to duplicate the notes into the Flute staff. One trick I've used is to attach an articulation to the note that uses a blank character (so it doesn't show). I then move it over to the left. It might take a bit of experimenting. For this to work, Articulations must be selected as an item to affect spacing in Spacing Options.

One way is to, when in the Staff Tool, select the bar above the staff representing the Staff Style, an press Delete.

Position Notes Evenly Across Measure is my preference, often, for cadenzas. It is an option at the bottom of the Measure Attributes box.

Odd that the Method used (selecting all the staves) didn't work. This well known workaround was discovered by me years ago and seems to always work. I guess I was wrong. So, another workaround is needed. See attached file, which uses hidden expressions to get things swinging.

The White-Out is a result of scrolling with the mouse during playback. It happens in all views. One of the quirks of Finale.

For me, in Finale, ALT-0332 gives L and Alt-0333 gives M. However, you can choose character 332 and 333 from the Insert/Symbol menu item and get the needed letters.

In the Score Manager, you can also change the chord playback to a different sound. So, on a vocal staff, you can have the chords play on a piano. I don't care for the chord symbol playback, but sometimes it is needed for proof reading.

While in the Staff Tool, select a measure or measures on the staff in the system you want. Then, from the drop-down menu for the Staff Tool, select Hide Empty Staves.

First off, you mean MIDI drums, not MINI drums. Second, in one post you mention PrintMusic. However, your profile says you have Finale 3.1. So, in which program are you trying to enter via MIDI drums?

I don't know of a setting. For the ones that occur at the barline, entering a negative number for extra space at the end of a measure can help with that.

If playback is not important for chord symbols (they generally sound awful), just drag or nudge it over. Or, make the time signature for a 4/4 bar 8/8 to show as 4/4.
