If you want cues to appear over slashes, you need to allow items in other layers to appear in the Staff Style. You seem to have done this. I think this might be just a screen anomaly. In other words, the chords ARE deleting, but they will show onscreen anyway until you redraw. Try it out. If there is no vocal staff in the bass part, then it won't be taken into account for music spacing. I am wondering if you actually executed the "space music" command? In the bass part, select the Selection Tool (shortcut is the esc. key). Select All (command A on my Mac, probably control A on a PC)....

Sorry to ask the obvious question, but are you sure you're in the Selection Tool when you hit the arrow? I've certainly made that mistake many times myself. It only works in the Selection Tool.

If you regenerate parts, then you lose all the formatting you've done in the parts. If you haven't touched the parts yet, this might be acceptable to you.
