Part Names

I added a "blank staff" to a score using Score Manager. I clicked on the Full Name and changed it to "Whistles" and Abbr Name to "Whstl".
But when I go to Edit Part, the name in the upper left is "Part 31". Where and how do I change this? Driving me crazy.

Maybe I'm just old and unable to change paradigms, but for me, and the way I write/arrange/compose Finale makes a lot more sense. The three dot version is there! I never looked far enough down the list. Thanks! But now I guess I have to learn about Shape Designer. Ugh! No end to learning Finale, is there?

Is there a tool or something that can create different number of staccato marks over a note? As in the two attached images.

Thanks for the help. The Active Layer copy method sort of works - but it forced up stems and down stems when only one is often needed. And, if both voices have a courtesy accidental, it appears for both voices and now looks like a double flat. I'll look into JW Polyphony and see if it works.

This may sound stupid, but I used to have a laser printer that would sometimes omit things until I learned the problem was the printer didn't have enough memory to handle really complex pages with lots of items on it.
