I counted the note values, and there are 37 16th notes value in the measure, so 9/4 misses the mark. Add the extra 16th note value per my suggestion to fix the problem. How did you arrive at 9/4? One thing to try as far as the numbering itself is to Click the Style list and choose 1 2 3 4 again. That usually resets the numbering to the chosen starting number. Do this for each region. Then, since it appears the first region has the correct settings for number font and position, use Jari's JW...

It looks like you over-stuffed the measure and then played around with manual spacing. It might be better to make the measure 9/4 or whatever it needs to be but choose the option to display the key signature as 4/4 (i.e., don't display it, since it's already in 4/4). Aha! I think I got it. I'm smarter than I realized--or it's just way easier than I expected it to be. I was able to define a staff style for the clarinet line from the beginning of movement 3 on.

I don't think copying will set the staff transposition, so that's probably all you need to do. Yes, I made sure of that, and I just re-did just in case. It's still not doing the key signature/transposition of the clarinet correctly, though everything else--like time signatures--that depend on selecting complete measure stacks copied just fine.
