I'd say it's better to use the "Extra space at beginning of measure" value in the Measure Attributes dialog, where you can enter always the same amount. Dragging is less precise.

How about creating a dedicated staff for the conductor symbols? A stave that contains and displays nothing else but those symbols, and where those symbols are attached to specific beats. This staff could then be included in every instrumental part where needed.

Did you try checking the attribute "Hide cautionary clefs, key, and time signatures" (also) in the first measure of the multimeasure rest?

I have 2010, and for me, the default system margin values do get imported with a Document Options library.
The imported margin values, however, must be applied to the document before you can see any change!

The one and only reason for the OP's problem is that inter-layer spacing has never been properly implemented in Finale . Not quite true. Subito is both an adjective and an adverb; for both usages, subitissimo is a valid (absolute) superlative.
