Thanks, that's what I did and it solved my problem. I noted that worked in an update above, but I should have made a separate post in hindsight. It was easy to miss. I appreciate the help!!

With what method did you split the measures? At first I tried "Measure Attributes>Allow horizontal split points>OK" Then highlight the second part of the measure, then "ctrl+down arrow" to move it to the next system. Measure tool>Allow Horizontal Splits>etc.
I use a lot of Jari's plugins but have never tried that one. (I don't often spilt measures)
UPDATE: I used the Split Measure plugin and then fiddled with the layout and voila, split measures remain in place.

In the Finale Manual it says: When Automatic Update Layout is not selected, Finale will still, on occasion, update the layou t. For instance, if you adjust the position of a staff or add staves, Finale will update the layout. So do I understand correctly that there is no way to get Finale to complet...

I don't think I've ever written in 4/2 before and I likely won't again. I guess it just goes to show how much we expect of Finale. And In fairness, it usually delivers. Also, I was mistaken in my original post when I said that if I put two whole rests in a measure and then hid one...that the linked ...

When the first two beats of a bar have notes and the last two beats of the same bar are filled with a whole rest, it is a bit disconcerting to see a whole rest in the next (empty) bar. I'm arranging an existing work for brass/timp and the 1st section is in 4/2. I know how to set the default rests to 4/2 rests (ones that fills the space between staff 2 lines), but the piece later changes to 3/2 and in that section I need "normal" default whole rests.
