I'm 100% Mac, so no issues with TGTools for me, just replying with possible options to troubleshoot with the OP.

32 bit plugins would not load in a 64 bit app, so the menu item would not be visible.

It is possible that the TGTools didn't get updated when you went from 2014 to V27. If you go to the plugin folder, the TGToolsLE.bundle file should show you the version number. Mine shows 27.08.
