In the full Finale pgm, you can globally position the measure numbers. Or eliminate them completely.
I don't know if these options are in SW.

Easy - Explode Music into 3 new staves, then delete the 2 you don't want.

The one-bar repeat symbol applies not only to the chord, but to every musical element in the previous measure. It is essentially an engraver's shortcut.
