Tried it and it didn't work, same issues. I'm on Windows 10, I have an AMD Ryzen 7 3700X 8-Core CPU.

Trying NotePerformer 3 Demo with Finale 27.3, prioritized it in the sound map, but it still doesn't work
I prioritized it in the sound map but it doesn't appear in ScoreManager devices, I tried putting the directory in VST Plug-in Directories and pressing Rescan for VST Plug-ins crashes Finale. Whenever I make a tuplet the last note is halved
If I make a tuplet for 6 sixteenth notes it only lets me enter 5 and then the last one is a 32nd note or it always tries to force a 32nd note rest, how do I fix this?
