Dragging didn't work, but I did change the settings for the layers in the document options and that worked!

Moveable Rests with Layers
When I use more than 1 layer I end up with rests in each layer. For example, if I have a measure that begins with a quarter rest in each layer, two quarter rests show up (one for each layer), but neither are centered vertically on the staff. I know how to hide the rest in one layer, but haven't yet ...
