I don't know, whether PrintMusic 2008 can edit the playback effect of text repeats. In the full Finale you can edit the Repeat Assignment, and give the Fine a playback effect of "Stop On Pass 2". Is such a midi-to-USB cable a standard item (Radio Shack for expl?) It's not usually a cable, as the timing is different for the two protocols. I tried the M-Audio Uno, and it failed me. A web search confirmed that the product has some problems. Their next level up, their MIDIsport 2x2, works well....

What you've described is pretty close to what I do with PrintMusic, which is a step below Allegro. Although you may want to upgrade to the latest Allegro for fun, I seriously doubt you will need Finale.
