Set the two parts of the split measure with their own time signatures, and “set to display” the original t.s. You can use an invisible barline at the end of the first part. Remember to not include the second part in measure numbering.

Do the notes not marked as out-of-range play back?

I don't have any audio units loaded, so I just use standard MIDI. Trombone plays back just fine.

Someone who uses GIFF will have to help you. Sorry.

View menu > Out-of-Range-Notes > here you can choose Off, Beginner, Intermediate, Advanced. It's (supposed to be) a guide to the players you are writing for, but many people have noted discrepancies.

I also looked at JW Change > Stems > Length. That will shorten the stems, but leaves beams in the same place.

I’m using the default stem directions of layer one, up, and layer two, down. No flipping involved.

EDIT; I think I understand. Normally, a second-line G would be stem up. But if it’s in layer 2, it’s “flipped” because the default is set that way.

How does Finale determine when to use full length or shortened stems? Doc options specifies the lengths dor both, but I can’t find anything that tells when they are used. What I would like (in a perfect world) would be to specify: Treble clef staff: layer 1, full length, layer 2, shortened Bass clef...

Use a Cyrillic font, the same way you would use an English one. If you don’t speak Russian, you’ll probably have to print out a character map to locate the letters.

Does any other software work the way gorannil wants it to?

You can also sharp the note in the new measure (by simply tapping the + key.) When you add the tie, the sharp will disappear.

Personally, since I just enter one note at a time, it's easy to hear and modify as I go.

Do you mean you want stems to extend from that top staff through the others to the bottom staff? What not just use dotted lines, like in your example? I would think that stems or beams would be pretty messy.

Maybe. Merging scores in the full Finale involves things like hiding cautionary key and time signature changes, which can't be done in PrintMusic. There were workarounds, though.
