Other than better support for cutout scores and metatools, If by metatools, you mean key commands, then Dorico has a built-in editor for assigning key shortcuts to every command in the program. No; there's no problem; the only overlap is that Dorico also includes FinaleMaestro, Finale Jazz, Broadway and Ash. There shouldn't be any differences between version of fonts currently. If you've converted the document to use FinaleMaestro, then Toccata may not work as a font for music symbols, because you're now working with a SMufL-font.
However, you should find that most, if not all, of the symbols in Toccata are somewhere within FinaleMaestro.

Well, they will have had nearly a year since the previous update, which is as long as is normally between the last update of one version and a new release of the next (point updates usually come c. 100-200 days apart); so we should expect some significant fixes, if not new features.
