The "normal" way is to do the score first and then extract the parts.
But you can take one of your parts, save as a new file and add new staves. Then open other parts and copy the music into the new score. Probably you will have to do extra work with measure bound expressions.

at8ax is right.
if you need these beaming for the whole part with 6/8, set your time signature to 2 dotted quarter notes, you will get the beams automatically

Use the page layout tool, right click into the marking on the top of the page, either left or right side, and select "edit margins". In the following dialog box you can choos to change the margins for only one page, for right or left pages, for all pages or for a region.

The fact that one has to "cheat" the program in order to get a simple result like a rest, somehow shows that the structure of Finale is not conceived very cleanly and has grown within the years into something unnecessarily complicated. you probably mean the beaming of a 4/4 measure. there is an option to beam 4 eight notes together: options - document-settings - beaming.
I hope you will find it, I have the German version.

Blank pages are not made for putting music on them, they are only for being blank or for textblocks.
If you want to change your layout, use the page layout tool!
To move measures to a different place in your composition copy and paste them to where you want them.

You can also set your staff to a transposing instrument. Open the staff system attribute box and choose a transposition (A or B flat I suppose). That's it.

Hi Earl, you will find an option to uncheck these rests in the staff system attributes. I have a German Version, so I can only translate. It must be like "fill empty measures with rests" or so. Hope you will find it. If you want these rests for a big part of your file you could work with staff style...

with the time signature tool you can change the time signature for that measure without showing it. Click into the measure, and in the following dialog box select 3/4, open the "otions" and check for showing 4/4.
