Yes. This is rather obnoxious if you haven't done anything to the file. I often check to make sure I haven't inadvertently done anything through looking at "Undo/Redo Lists" in the Edit Menu, but that's a bother.

Just in case the bar you are changing is part of a group, make sure to choose "overide group barlines" that appears just below the choices for the different barline type in the measure attributes dialogue box.
