I recommend that you study the tutorial document "EntryExercise.MUS".

There are many goodies in "EntryExercise.MUS".

Lyrics menu > Edit Lyrics...

1) Selection Tool.
Double-click the first empty measure.
The first measure becomes selected.

2) Hold down Shift, and click the last empty measure.
All the empty measures become selected.

3) Hit delete to delete the selected region.

For cases like this one it's easier to find the culprit when you have the actual Finale .mus document to examine.
