If you are changing ALL whole rests then you can go to Document Options > Notes and Rests, choose the whole note rest character and change it. But that won't work if you have both whole and double whole note rests in your piece.

You may be right that the original had measure numbers on every bar. Use the measure tool and select every measure handle on the page. The control-click any handle and select "Show/Hide Based on Region". For me that returns numbers to only the beginning of the staff.

It works for me, but I tested it on 26 and 27 on the Mac. I no longer have a copy of 2011.

Have you tried restarting Finale, and if that doesn't work, restarting the computer?
