You can always enter using different units. If your units are set to EVPUs, you can used 0.25i for the staff height, for example (which is pretty tiny, by the way). The layer 2 notes have been manually positioned, I guess to avoid collision with the layer 2 notes. It probably looked better in the version it was created with.
