In Finale versions before Finale 2004 there is only one way:
Save as a MIDI file, and use third party software to create an mp3 file from the MIDI file.

In Finale 2004 you can also save as a .wav file, and then use third party software to create an mp3 file from the .wav file.

Switch to Page View, and switch to Staff Tool.

If you have optimized, you should see TWO handles on each optimized staff. Dragging the upper handle will move the staff in all systems. Dragging the lower handle will move the staff in that system only.
