The only reason I can think for this happening is if you are copying between documents. I get this all the time when I am trying to "clean up" an old file by copying it into a new document. If I break it up into smaller copying jobs, then expressions duplicate EVERY time I copy over.

Make sure that you've "generated parts" in the "manage parts" part of the "documents menu". At least In 2012 if you don't do that the staff styles don't turn up. This is a very old bug, dating back to the first version of Finale that had linked parts, 2007. In the score, select the Staff Tool. Select All (command A on my Mac, probably control A on a PC). I just checked the new MakeMusic forum and saw the official reply about this issue: Regenerate Parts! Wow. That removes any and all formatting. An easier and more complete solution is to wait until you have completed the score, then while in the Staff tool, Select All, and choose from the Staff menu "Use selected staff styles in score and parts."
