This happens because Finale creates temporary files it needs in the system temp folder, and the system comes along and deletes them after a time. The solution is to create your own temp folder for Finale and point to it in Preferences/Folders. You'll have to clean this out yourself once in a while (...

Whether you can type a measure number in the playback controls depends on the Playback Region setting (Current counter setting will enable the control).

If you don't mind removing it everywhere, go into the group definition and edit the name. If you want to keep it elsewhere, you can split the group in two (you can give it a measure range).

I see what you mean now--bizarre! If I open your file in a later version, the problem persists. Probably the file is corrupt. If you're copying your boilerplate when you make a new piece, your probably perpetuating matters, so you might want to redo that file from scratch. I seem to recall long ago ...

I think you probably attached the wrong file. It's 23 pages of what looks like boilerplate. No blank pages.
"Staff name in score" is just a checkbox, but all's well that ends well.

I opened your file in Finale 2011 and don't see a blank page. There are no staff names assigned, but assigning them seems normal. Not sure what you mean by "Edit Staff Attributes > Staff Name in Score".

I the Document menu, there's "Pickup measure." Try that. It has a few problems, but they may not affect you. The other way is to add a measure stack. See below for how to set the time signature for that one bar.

Your picture above does not show independent time signatures for the Empty 1-line staff staff style. Using ties for l.v. should work OK. I agree that the arpeggio-tie situation is tedious, and it doesn't seem to survive respacing. Using guides might help, though "snap to guides" doesn't seem to work for tie ends.

You forgot to attach your file.
Make sure the notes you want to tie are in the same layer. First try deleting the backward ties and recreating them. As a last resort, the tie tool will allow you to drag them backwards, but I would try to find out what's wrong first.

You can define a staff style that unchecks "staff name" and apply it to the measure where you want to remove it.

It would, but again, are you sure you need a lot of different rehearsal marks? I believe auto-sequence can be made to work for you (you can start at other than A, as I said), and it's a lot easier to apply them since you can define a single metatool.

You can start the rehearsal mark sequence at a different letter by right-clicking on the first you you place, so you don't need to create a bunch of single-letter marks.

There was a discussion here recently where the Alt entry method didn't work (I think it was O with a macro), which is why I didn't suggest that. But ä does seem to work.
