If you just need playback, PDFtoMusic is sufficient.

Take a look at the attached files.
They show/explain how to create a key signature with quartertones.
The .mus document doesn't play back correctly, but you tell that you are only interested in layout, not playback.

What version of Finale are you using?

In my copy of Finale 2010 the Measure Tool doesn't have 'staff names in parts', and 'staff names in score'.

It sounds like the files became corrupted when Finale PrintMusic "unexpectedly quit", so the best solution is probably a backup copy of the score.
