You have several options of narrowing down the error to its source. E.G. reduce the score to only one staff/measure, copy individual measures/staves of the score to a new document or lead Finale's MIDI data through a MIDI monitor to see which data gets sent effectively.

BTW, you can use the script Formes d'onde et boucles (JW Lua) which creates wavy lines as user shapes. It has lots of parameters for different wavy shapes. Using that, you could avoid the whole issue of importing graphics, if it's allowed to discard the original graphic and to re-create it in Finale...

A visual cursor not advancing occurs when Finale waits for external MIDI synchronization (MIDI Time Code = „MTC“). I‘m not at home and can‘t say where that is located exactly. Maybe this option is selected?
