If you are using Finale 2006 or later, you can just run the plug-in Mid Measure Repeats.
The plug-in splits the measure into two measures, thus allowing you to change key signature or time signature at the repeat bar.

1st ending playback problem
To check whether you're not doing the endings correctly, let Finale do the endings for you:
- switch to the Repeat Tool,
- delete the repeat endings,
- select the two measures you need in the 1st ending,
- Repeat menu > Create First and Second Ending

Page format and Blue triangles
To make the change of page format take effect, have you tried
Page Layout menu > Redefine Pages...
?
