Quarter note (crochet) at 180 should be no problem notation wise. Waltzes, especially Viennese Waltzes, tend to be danced from 162 to 180 or so.

I prefer to export my Finale sound output as .wav files; this is lossless. Then I use Audacity to convert the .wav to a .mp3 at any rate I wish. The latest Audacity has Lamé built in so using it separately isn't necessary. One can also convert to .flac files which are much smaller than the .wav file...

All the Garritan work with Finale. Both are owned by Make Music. As VSTs go, these cost little but work pretty well. Others cost more but have better (and more) sounds.

It seems that your "swing playback" marker (quarter=120) was only applied to the first measure. When I remove that articulation (or expression or whatever type of ion), everything plays at the slow tempo. The slow seems like the default. The biggest (but still not too big) difference seems to be the rhythmic feel and rhythmic accent settings. I do put the on the baroque ornament flag and sometime final bars (though that's not necessarily historically accurate.) I think it's more important to turn on human playback than the exact set...
