First thing to do would be to try it without the audio drivers loaded. Boot into safe boot mode (hold SHIFT at startup), and then try.

What hardware are you on? Any reason you're not updating to 27.4, and to a newer OS?

At least on Mac, Finale 27.4 still installs a ReWire component.

However, the ReWire protocol has been discontinued by Propellerhead and Steinberg.

Yes: there are no "keyboards for Finale" -- any MIDI keyboard should work. The OS will identify the hardware and make it available to every app.

I'd be very surprised if Finale did anything with GPUs directly, in any way at all. Is it only loading the app that takes a long time? Nothing else, like note input? Anecdotally, issues on Windows seem to involve having thousands of third-party VST plug-ins; or problems with configuring audio drivers.
