MM have replied that it is indeed due to exclusive distributor agreements "in some countries". But since the UK isn't one of those, they will allow the discount on purchases from the UK. Rest-of-World customers can buy Finale directly from MM, so it's not like local dealers have exclusive rights.
MM shouldn't need to offer significant concessions to shops, in order to give them the retailers' share of the cover price.
