Don't know how/if it works on a Mac, but in Windows, using the Staff Tool, after selecting any staff, you can move it up and down with just the up/down arrow (at least on my keyboard).… … … On my Macs you can only use the arrows to move a stave in such a way that the staves below in the same system...

Could there be a work around with layers, reduced size note, hidden tuplets & hidden rests? Complicated, but might 1) transfer to parts and 2) allow subsequent application of note spacing.

FWIW I like the double dots.
I suppose if the music is rigidly beat driven, then showing the middle of the bar is a good idea; but if it is expressive and potentially slightly flexible, I see nothing wrong with the double dots, which also avoid the clutter of a tie.

What I seem to remember about using chromatic transposition is that there are missing accidentals (there but not visible) when one copies and pastes between instruments with different transpositions. One can use the TGTools plug-in to unfreeze this, but it is a definite hazard and best avoided.
