If the (full version) TGTools are properly installed, a new menu "TGTools" appears to the right of the plug-ins icon. See the attached screenshot.
That's at least how it is in Finale Mac 2009.
(there are a few TGTools plugins included for free in Finale, which are under the plug-ins menu itself)
