If the (full version) TGTools are properly installed, a new menu "TGTools" appears to the right of the plug-ins icon. See the attached screenshot.
That's at least how it is in Finale Mac 2009.

I assume that you want to change the name of the instrument and that the 2 staves are a group.
Staff tool, staff menu
Edit group attributes
Full group name -> Edit
Abr group name -> Edit

Hoping that Printmusic offers the same functions here as the "full" version" of Finale :
Measure tool
Double click the measure to access the "Measure attributes" window.
Time Signature : select "always hide".

Have you tried Page Layout Tool-menu->Redefine pages->all pages.
This applies the values defined in Page format->score.
