Hi Sam, If I understand what you want to do correctly, you want to respace things so entire system so it fills the page. I could not find where to download the plug-in, but I did find evidence that the plug-in will work on Finale 2014.5 . It will not work in Finale 25 or later. So not on full screen mode, there isn't the issue.
I tested it on simple zoom percentages like the 200% and 400% as well as more complex percentages like 324% while not in full screen. Everything works as expected.
The same zoom percentages in full screen mode have the problem.

Just use the built-in Patterson plug-in. Highlight the section that you want to beam across the barline/system Plug-ins > Note, Beam, and Rest Editing > Patterson Plug-Ins Lite > Beam Over Barlines > Create I tested this with both across a system break and just over regular barlines.
