When you have selected the whole piece use the dialog box of the key signatures (you get it when you double click into the selected system). Then you have 4 options (at least in Finale 2009). The one on the bottom of the box is the one for you, I suppose.

Did you use an old document to adjust it in the way PeterT suggested? Then maybe you have to go to page view and update the layout, there might be too many measures per line...

You can also use Ctrl+C to copy the [Alt+0160] and use Ctrl+V to insert it. That's what I did many times...

You can set the F-keys as shortcuts for the tools.
Hold Shift+FX and click on the tool's button. This works for the document. Use the default document to set the tools, safe the default document and use ist for new documents in the future...

By choosing Baltic script you can get some of the polish letters, but not all of them, it seems. Maybe you will find the polish letters in the "central european" script of Times New Roman. why don't you use speedy entry? tuplets are easy with it...
Just press ctrl+5 before you enter 5 16th. and if you use a MIDI-Keyboard you can even fix the sixteenth notes...

a) there is a possibility to check "do not show courtesy time signature" in the measure attributes of the last measure in the first system.
b) go to the document options/bar lines, there you can uncheck "final bar line at the end of the piece"

The point is not to have to delete the chord so it can serve as a temporary reference. If you look at the vid I posted of Sibelius to see what I wanted to achieve and with the same ease. You can also insert the two eight notes and the eight rest BEFORE you delete the two notes out of the chord... P...

Also, with speedy entry, I need to buy a pair of magnifying glasses to see it! even when I have zoomed in on the bar, once i go to speedy, its very small again. Any way to fix that?? I work on a Windows Version of Finale (and in German). I can set the height of the rectangle in the speedy entry opt...

When you enter a new name for the staff, do not forget to uncheck "automatic numbering" in the dialog box... (I hope my translation is correct, I have a German version)
