You are talking about chord symbols (not written out chords) - right?

To enter e. g. the chord symbol F#m, type E##m.
Then the Chord Tool will change E##m to F#m.

To enter C#m, type B##m.

In your document you have measure numbers displaying both at the beginning of each system and also on every measure.

Here is another positioning of the measure numbers (= on bottom staff; above the bottom staff at the beginning of each system, and below each barline of the bottom staff):

Which means that you can not avoid generating linked parts:
Document menu > Manage Parts…

Today the “standard procedure” is to use linked parts - and very seldom extracted parts.

The first two Linear Key Formats (= 0 and 1) are “hardwired”.

But the Linear Key Formats 2 and higher are fully customizable.

Is this what you need ?

For Clef 4 I changed Unit -1’s octave placement to -2.

Explanation:
Unit -1 means the first flat
Octave -2 is two octaves below Octave 0.

earcentred, If I understand you correctly, you need a key signature of 2 flats (= B♭ and E♭) - right? But you need the second flat (= E♭) moved an octave down - right? The 6 “quarters” are actually sextuplet sixteenths, filling the last beat of a (slow) 4/4 measure (= the last beat of the half note in the Bass). There are two sets of Finale folder hierarchies, with the same folder names.

One resides in the Library folder at System Level (root level), the other resides in your user account.

Yes, I know.
It can be confusing that you can find similarly named folders in two different places.

I honestly do not recall, what features were available in Finale 2003. The Plug-ins menu should have an icon to the right of the Tools menu. Regarding the Finale plug-ins I can only suggest that you pull down the Plug-ins menu, and explore the menu and its sub-menus. Among the Finale plug-ins there ...
