If you want to get rid of it, go to the Expression Menu and uncheck "Adjust Above Staff Baseline" and "Adjust Below Staff Baseline".

To add the system dividers, go to Plugin Menu > Scoring and Arranging > Score System Dividers and run the plugin. I'd suggest you save this until all page layout is complete because you might end up repositioning many of them if the system margins change.

Go to Document Options > Lines and Curves and set the right and left rest lines to "zero".

What happens if you move the dynamic so the attachment line points to the first grace note? As I understand it, the dynamic will take effect there. You can then reposition it wherever you want, but don't lose the anchor point.

Try using the "Maestro Times" font for the eighth rest. This font is more compatible with your text font and will display on the same baseline. You can find the special keystroke in the Help Menu > Character Sets. 18 point size seems to look OK.

The custom font idea won't work - Finale won't allow a time signature of 4/0. I would set the time signature to display only the top number - set the vertical position of the bottom number so it is present, but off the page (minus 30 inches will do it). As said, when Finale has rules to adjust notes from their usual position (e.g. for seconds and dots), then the adjustment that Finale makes always over-rides your manual adjustments. The problem is that notes of this kind are exactly the ones that frequently need manual adjustment. It would be good...

If you set "Manual Positioning" to "Ignore", your repositioned notes will stick. I have found that "Incorporate" seems to clear repositioning, which doesn't seem right to me and not what it's advertised to do. Others have reported this is not so, but it's what I've experienced.

Special Tools > Beam Angle Tool. The left handle extends the stems; the right handle adjusts the beam angle.
I think if you beam the last 4 eighths together, that will fix the problem. It's probably more correct, as well.

I would move the half note rightwards and the dot a hair to the left. You can copy this to other locations (Filter: Notes and Rests & Dot Alterations) and use the Repitch Tool to change the pitches if you need to.
