harp pedal letters won't stay with correct measure

How can you make the pedal letters that you put in with text under a measure STAY THERE, even when you use 'fit measures' to rearrange the piece? Or when you extract one particular part?

What tool are you using to enter the harp pedalling?

My guess is that you are using the Text Tool, and that you are entering the pedal letters from Page View so that the text blocks automatically become page assigned.

If you insist on using the Text Tool, enter the text blocks from Scroll View.
In that way the text blocks will automatically become staff/measure assigned.
The staff/measure assigned text blocks will appear in the linked parts.

Also, when entering a text block from Scroll View, you should enter the text block inside the staff.
In that way you make sure that the text block is assigned to the correct staff.
When you have created the text block, you can adjust its position, either imprecisely by dragging it with the mouse, or precisely via the dialog box Frame Attributes (Shift-double-click the text block handle).

Instead of using the Text Tool you have several other options for "locking" text to a particular measure:
Expression Tool, Lyrics Tool, Chord Tool, Articulation Tool, Repeat Tool, Smart Shape Tool.

I would use the Expression Tool.
You can use text expressions or shape expressions.
You can enter pedal letters or pedalling diagrams.
