I'm trying to hide a rest by using Speedy Entry, clicking on the rest, and typing letter "O" but it is still visible. Same result using Plug-in tool. I'm using Finale 2000c (please don't beat me up). The new software should have a similar capability with hiding rests. Anyway, how do I do it? I have attached it. I can't hide any of the rests in the first line of empty measures.

You have posted your question in the PrintMusic forum.
Are you using the full Finale 2000, or Finale PrintMusic 2000?

The whole measure rests you have in empty measures, are "default whole rests".
These "default whole rests" display in empty measures because the staff is set up to display whole rests in empty measures.
You can hide "default whole rests" with the Staff Tool:
either de-select "Display Rests in Empty Measures" in the Staff Attributes (globally),
or
de-select "Display Rests in Empty Measures" with a staff style (locally).

I am using Finale 2000. The example I attached was perhaps not a good example because as you said those are default rests in empty measures. Here is a better attachment. In this attachment I cannot remove any of the rests by pressing "O" within Speedy Entry.

Where's your attachment?

I don't see it.
