Insert empty page?

How do I insert an empty page (= no staves) in front of the the pages filled with music?

This page would the be used for title, numbering etc.

Since you are posting in the forum for PrintMusic, I assume that you are using PrintMusic.

I'm not sure whether PrintMusic can insert blank pages.

In the "full Finale" you can insert blank pages with the Page Layout Tool:
Page Layout menu > Insert Blank Pages...

Peter is correct; PM cannot do this. You could create your title page separately, and combine that with the PrintMusic file as a single PDF. I use PDF Creator http://sourceforge.net/projects/pdfcreator for this.

So PM cannot write out a .PDF file?

Not in Windows. (Nor can any other app, unless it has the functionality added.) Macs can do it as part of the OS.

However, there are a number of freeware or shareware apps to let you do it from any application in Windows, as well.

Found a crude fudge for the 'Title Page' issue. Using the Page Layout Tool I moved everything down. It automatically flipped systems to the next page. It would not flip the first system so I moved it to below the white page area into the grey background where it will not print. I then inserted measures on page two at the beginning and copied the first system into them. It then prints the old page one header and the composer as a separate title page.

Hey, I said it was crude!

One can add all kinds of text information onto the pseudo-title page to pretty it up.
