I could be wrong here, but I think that you mean a non-standard key signature with one sharp for C only.
See the attached graphic.
Unfortunately you can't create that in SongWriter.
You will need the "full Finale" to do so.

Yes, if you have Finale 2010 you can do it.

Here are the steps.
If you open my example document "NonstandardKeySignature.mus" with Finale 2010, you should be able to follow the steps.
1) Key Signature Tool.
Double-click the first measure.
The dialog box Key Signature appears.
2) In the pop up menu at the top of the dialog box, choose "Nonstandard…"
The dialog box Nonstandard Key Signature appears.
3) Click the button "Next" twice to get to Linear Key Format 2.
(For Your Information: Linear Key Format 0 is "hardwired" as major key signatures, and Linear Key Format 1 is "hardwired" as minor key signatures. You can not customize these two Linear Key Formats with neither "Key Step Map", "Accidental Order and Amount" nor "Tone Center"; the three buttons "Key Map", "Acc. Order" and "Tone Center" are greyed out)
In the dialog box Nonstandard Key Signature you can adjust the number of accidentals via the black triangles.
The "up-pointing" triangle moves the key signature in the "sharp direction" - 1, 2, 3, … sharps.
The "down-pointing" triangle moves the key signature in the "flat direction" - 1, 2, 3, … flats.
4) Click the button "Acc. Order".
The dialog box Accidental Order and Amount" appears.
You can navigate through the accidentals by clicking the buttons "Prev" and "Next".
Unit 1 is the first accidental in the "sharp" section.
(By The Way: If you click "Prev", you will navigate in the "flat direction". Unit -1 is the first accidental in the "flat" section.)
5) You want the Step Level for Unit 1 to be 0 (= C).
Table of Step Levels:
B = 6
A = 5
G = 4
F = 3
E = 2
D = 1
C = 0
Get it?
(You want the Amount for Unit 1 to be 1, since you want a sharp. Changing the Amount to -1 will change the accidental to a flat. Get it?)
6) When you return to the score, you may find that the key signature (= one sharp for C) displays an octave too high/low in some clefs.
You can correct the key signature's "accidental octave" in the various clefs by going back to the dialog box Nonstandard Key Signature, and clicking the button "Acc. Octaves".
In the dialog box Accidental Octave Placement you should know that Clef 0 is the Treble Clef, Clef 1 is the Alto Clef, Clef 2 is the Tenor Clef, Clef 3 is the Bass Clef &c.
In Other Words:
The clef order is the same as in Finale's dialog box Clef Designer (Document Options - Clefs > Clef Designer).

MakeMusic organizes for the use of the final?
I wanted to ask your advice........
I would write one page similar enclosure....
object circled in red is a image o it's possible to create whit FINALE (smallest bat whit measure wider respect to partiture)
I think there is no way to be able to create:
1. enter a previously prepared
2. create a score to 4 parts and hide the measure that does not serve
3. in "Page layout tools" to create a "system" with only two Measures and make it smaller
But ...
1. weighs down the page and opens very bad
2. measures have not hidden the same width as the measures of the other lines
3. Perhaps the best solution but is a bit complex
What do you think? There are other solutions are simpler and less complicated?

To remove the staff group bracket from only the first system (Finale 2010):
Page Layout Tool.
Click the first system to select it.
Page Layout menu > Systems > Allow Individual Staff Spacing
Finale displays a special icon at the right end of the system when you have enabled "Allow Individual Staff Spacing" for that system.
"Allow Individual Staff Spacing" also means "Allow Individual Staff System Editing".
Switch to the Staff Tool.
Drag-select the handle on the group bracket in the first system.
Staff menu > Edit Group Attributes…
In the top of the dialog Edit Group Attributes you will see that it says "Staff List: Staff System 1".
This means that your edits will affect the staff group in System 1 only.
Set the broup bracket to "NONE".
