measure numbers in wrong place

I opened a new score for Orquestra from the Templates.
I deleted some instruments I didn't need on it.

1)The MEASURE NUMBERS appear between Flute 1 and Flute 2, that is, between staves 1 and 2, and not as usual, above stave 1.
What did I do wrong?

2)I'd like MEASURE NUMBERS also appear above the Strings group, I mean, above Violin 1.
What should I do?

Finale 2004 on Windows

In the staff attributes you can set if you want to show the measure numbers or not for each staff.
You can also use the plug-in "global staff attributes"

I did as you say:

Staff 1 attributes : show numbers
Staff 2 attributes: don't show numbers
Plug-ins
Scoring and arrangings
Global Staff attributes: show numbers

and it is still wrong.

It must be something related to the first system, as the numbers appear between staves 1 and 2.

In the rest of scores I've got, measure numbers appear in right way.

José Oscar,

Measure Tool.

Measure menu > Measure Numbers > Edit Regions...

In the dialog box Measure Number there is at the bottom of the dialog box a pane called Positioning & Display.
What are the settings in this pane?

The pane also contains a button called "Position...".
Click it. The dialog box Position Measure Number appears.
