does finale 2001 contain the conventional quartertone accidentals or does the user have to create them? also, is it possible to change staff styles measure to measure (1-line staff in one and 5-line staff in the other)?

A standardinstallation of Finale includes the fonts
EngraverFontSet
EngraverFontExtras
Maestro
Maestro Percussion
In these fonts you can find the conventional quartertone accidentals as well as some other quartertone accidentals.

Yes, it's possible.
Just select the measure, and apply the staff style.

And if you toggle on "Select Partial Measures" (Edit menu), you can even switch staff style from entry to entry.
