In Speedy entry, Finale adds rests to a measure if the note and rest values don't add up. Is there a way to turn this feature off?

Speedy menu > Speedy Options...

In the dialog box Speedy Options, deselect "Fill with Rests at End of Measure".

Thanks, Peter, but my Speedy menu options in Finale 2003 don't have that option, and deselecting "Insert Notes or Rests" does not work, so any other input about this would be appreciated. Maybe there's a document option about this.

I don't have Finale 2003 installed, so I could be wrong about this.

It sounds like you are looking at the menu items in the Speedy menu.
At least that's where the menu item "Insert Notes or Rests" is located.

The command "Insert Notes or Rests" is used for inserting between entries already entered, so "Insert Notes or Rests" is not what you need right now.

Are you saying that the Speedy menu doesn't have a menu item called "Fill with Rests at End of Measure"?

If the answer is "Yes", try this:
Look in the Speedy menu for a menu item called "Speedy Options...".
In Finale 2004 it's the top menu item in the Speedy menu.
When you choose the menu item "Speedy Options...", you should get a dialog box where you can deselect the option "Fill with Rests at End of Measure".

Voila! Your suggestion, Peter, works like a charm, eliminating (or at least reducing) the need to "hide" the unnecessary rests in question.
