I'm having trouble with system breaks

I use Finale v. 25 on Windows 10
I get that in order to have system breaks, you need the measure tool. However, what I have found is that, for every system break, the measures at the end disappear. I guess they needed to spill over to the next page, but no page appeared, and the measures simply vanished. What do I do?
