I have a text block that is visible on the score in both page and score view BUT is only visible on the part in scroll view.
I need it to be visible in page view to create pdf for printing.

Try this:
Text Tool.
A handle appears on every text block.
Drag-select the handle on the problem text block, and go to
Text menu > Frame Attributes…
What are the settings in Frame Attributes?
I suspect that the culprit can be found in the Frame Attributes.

The solution I came up with was to go on the part in Page view - create the text again to be seen in that view - then hide the text on all the other parts.
This is probably a "hard way" to do it, but that really seems to be how finale works - especially when it comes to prepping parts for printing.
