How to create Cue notes at the beginning of a measure

I would like to reproduce a score that looks like this, I need to do this a couple of times at the start of a measure. Any ideas how to do this on a Mac
Here is the example:

I set a compound time signature for the first measure of 2+6 over 8, to display as 3/4. I entered the notes, hid extraneous rests, and reduced the note size to 60%. Altered the ties with the Tie Tool.

You can do them as Grace Notes without any special work. Am I missing something?

They are called "grace notes", that is, small notes that are not included as part of the meter. "Cue notes" are something else.
