Hello,
I primarily only do video or photos but occasionally do some sound effects but relatively new to music composition. My question is can I use garageband
software instruments to make stock content and license as long as I do not use the prerecorded loops?

According to their website, you can. And you can even use their prerecorded loops. You may not redistribute their loops as loops (i.e. you can use them in a larger composition but not on their own).

Although you can use Apple Loops in your compositions via MIDI (but not the sounds unless you trigger them in GarageBand), there are very good reasons not to use any pre-programmed loops–ever.
The PROs and other royalty distribution agencies listen to everything on the internet (or try to). If the first few seconds of your tracks are not unique, how will they know it’s you?
Play one of your tracks and listen to it using Shazam. If it is identified as someone else’s work, you will see the problem.
BtW, BMI bought Shazam for this exact use. They sold it in 2012 (Apple owns it now) when it started to make money and jeopardize their non-profit status (oops!). ASCAP, SESAC and SoundExchange use similar technology as do nearly all others.
So, while pre-packaged loops can help save time, it’s a good idea to roll your own.
You will not be able to use the propriety Apple ESX sounds in Finale nor Garritan Instruments for Finale (GIFF) in GarageBand but you can exchange MIDI between the two. If you upgrade to Logic X Pro, Finale and Logic can exchange info through MIDI and MusicXML 3.0. 3rd party libraries such as GPO can be used in either or both apps.
