I have a song with embedded chord symbols. Is there a way to have Finale play the chord symbol as arpeggio?

Not as far as I know. You would have to write out the chords.

– and when you have written out the chords, you can attach the arpeggio articulation to each chord, to get rolled chords in playback.

In Other Words:
The arpeggio articulation is programmed for playback, a fact you can see if you examine the arpeggio articulation’s definition.

Either write out the chords (and attach the arpeggio articulation) or write it out as individual notes.
