Multimeasure Rest in 2nd Part

Hi,
I'm making a score that has 2 parts on one staff in the score, that splits into two separate parts. There's a section where the first part has notes, but the second part doesn't. In the score, I put the first part's notes in Layer 1, and the second part's whole rests in Layer 2. When I head over to edit the second part, the rests are in Layer 2 (where they logically should be), and I am unable to create a multimeasure rest. I'm fairly certain I'm unable to because Finale (2014.5 I think? 25.5.0.259) reads those measures as being "full" as opposed to empty.
Any workarounds?

You could omit the rests in layer 2 and label the first part "Iº" in the score. I think this is commonly done.

Or put the rests in Layer 3 instead of Layer 2. In Document Options / Layers, make the Layer 3 settings the same as the Layer 2 so they'll be moved down.
